Executive Director – Upper Cumberland Local Workforce Development Board

Reports To: Board of Directors
Are you a bold, visionary leader ready to shape the future of workforce development in the Upper Cumberland region? We’re seeking an Executive Director with passion, strategic insight, and operational excellence to drive regional workforce solutions that uplift communities, empower individuals, and fuel economic growth.
The Executive Director is the chief executive officer of the Upper Cumberland Local Workforce Development Board, responsible for providing strategic leadership, overseeing the organization's operations, and ensuring that all programs and services align with the organization's mission and goals. This role involves managing staff, financial planning, policy development, and representing the organization to stakeholders, including the Board of Directors, government agencies, local elected officials and the local workforce development area.
What You’ll Do
Strategic Leadership
Champion and execute bold, forward-thinking strategies that bring stakeholders together under a shared workforce vision.
Stay ahead of workforce trends, labor market shifts, and employers need to inform innovative programming.
Fundraising & Resource Development
Spearhead fundraising and resource development efforts including grant writing and reporting.
Cultivate strong partnerships with donors, foundations, corporations, and public agencies to expand impact.
Oversee strategic financial planning with a focus on sustainability and growth.
Financial Oversight
Collaborate with the Financial Administrator to develop and manage a sound, compliant budget.
Monitor financial performance, ensuring transparency and fiscal responsibility.
Board & Team Leadership
Recruit, mentor, and empower a high-performing staff while fostering a collaborative,
mission-driven culture.
Partner with the Board of Directors to ensure visionary governance, alignment, and
accountability.
Support the Executive Committee and sub-committees through planning, documentation, and engagement.
Policy & Compliance
Develop and implement policies that ensure compliance with federal, state, and local
workforce regulations.
Uphold ethical standards and drive best practices across all operations.
Stakeholder Engagement
Serve as the face of the UCLWDB to elected officials, government agencies, employers, and community organizations.
Build strategic alliances that amplify the board’s mission and regional workforce impact.
Program & Operations Oversight
Lead program development and execution, ensuring alignment with organizational goals and measurable outcomes.
Supervise board staff, manage vendors, and ensure regulatory compliance and program integrity.
Advocacy & Public Relations
Advocate for workforce development at the local, regional, and state level.
Elevate the UCLWDB’s visibility and impact through strategic communication and media outreach.
Crisis Management & Risk Mitigation
Lead with resilience during times of uncertainty; address organizational challenges with clarity and confidence.
Design and implement plans to ensure business continuity and risk management.
Performance Reporting
Provide timely, transparent reporting to the Board, funders, and stakeholders on performance and outcomes.
Use data to inform decisions and demonstrate organizational effectiveness.
What We’re Looking For
Required Qualifications
Bachelor’s degree in business, Public Administration, Nonprofit Management, or related field.
Minimum of 5 years in progressive leadership roles in nonprofit, public sector, or workforce development.
Strong strategic planning, financial management, and team leadership capabilities.
Proven success in stakeholder engagement, fundraising, and policy implementation.
Excellent communicator with high integrity, professionalism, and emotional intelligence.
Preferred Qualifications
Deep knowledge of the Workforce Innovation and Opportunity Act (WIOA) and related regulations.
Demonstrated success in grant writing and contract compliance.
Experience with economic development, labor market analysis, or public-private partnerships.

Financial Director – Upper Cumberland Local Workforce Development Board!

About the Role:
As our Financial Director, you’ll be at the heart of our financial operations, overseeing all fiscal processes that drive workforce initiatives throughout the Upper Cumberland region. From managing grant funds to ensuring fiscal compliance with federal, state, and local regulations — your expertise will help keep critical programs moving forward.
You’ll work alongside dedicated leaders, program staff, and partner agencies to provide timely, accurate financial insights that shape workforce development strategy and community services.
What You’ll Do:
Oversee all fund management activities using SmartSimple (State of TN software) within specified deadlines.
Prepare clear, comprehensive financial reports and budgets.
Maintain meticulous accounting records and documentation maintaining fiscal integrity and accountability to ensure compliance with WIOA, OMB, and State guidelines.
Maintain accurate and up-to-date accounting records and documentation in the UCLWDB database.
Oversee procurement processes and work closely with the Director of Compliance to ensure contracts are accurate and timely.
In coordination with Staff to the Board and the One Stop Operator, assist in operational functions like leases, utilities, and inventory.
Provide technical assistance to service providers on fiscal requirements.
Support independent audits for all employment and training programs and swiftly address any findings.
Collaborate with program leaders to build financial systems that are both compliant and efficient.
In coordination with the Director of Compliance and Program Analyst conduct financial monitoring of service providers to ensure compliance with fiscal requirements and standards.
Oversight for supply orders for the American Job Centers and Board offices, ensuring timely and cost-effective procurement.
Who We’re Looking For:
Bachelor’s degree in Accounting (required)
5+ years of accounting or auditing experience
Strong organizational and communication skills
Highly motivated, detail-oriented, and team-minded
Ability to balance multiple priorities while maintaining fiscal integrity, confidentiality and discretion and meeting deadlines
Proficiency with technology and financial software
High level of integrity and professionalism
Valid TN driver’s license (occasional travel required)
Preferred:
Experience with WIA/WIOA fiscal procedures
Grant accounting experience
